 Community Services Block Grant Program

 The Community Services Block Grant Family Empowerment Self-

 Sufficiency (FESS) project saw the culmination of another 

 successful year for the 369 enrolled families. Staff worked

 with them to determine their individual family strengths, needs,

 and visions for the future. Of these enrolled families, 57 moved 

 above poverty; 80 became gainfully employed, 28 of these jobs

 had medical benefits; six completed educational or job training;

 and 50 secured standard housing. When a family moves above

 poverty, they are empowered and become strong, capable

 members of society, not only coming off public assistance but also

 contributing to the tax base.

 In addition to these outcomes, CSBG also assisted the Weatherization Assistance Program by 

 taking applications for services and securing required documentation and verifications to 

 complete each application. CSBG staff assisted Head Start in recruitment throughout the year  

 and helped the Agency’s Section 8 Housing Assistance Program by taking applications at the

 Scotland Neighborhood Service Center. Each year, CSBG staff receive IRS-provided training in

 preparing Volunteer Income Tax Assistance (VITA) returns for eligible residents within our area.

 They prepared 744 regular VITA tax returns and 3,314 Stimulus Package returns (4,178 total) at 

 no cost to the taxpayer. In Columbus County, Four-County operates and CSBG staff implement

 the USDA Commodities Distribution. Bladen County CSBG staff assist with the USDA
