 The 2008-2009 year was a successful one. The Head Start Program

 has been deemed a “Program of Excellence” because of the quality

 services we provide. Our Section 8 Housing Assistance Program has

 been named a “Quality Program.” We are continuing to move families

 out of poverty through the services provided through the Family

 Empowerment Self-Sufficiency project operated through the Community

 Services Block Grant Program. We are also continuing to erase the

 carbon footprint, create green jobs and generate energy savings for

 those served through  the Weatherization Assistance and Heating

 Appliance Repair Replacement Program.

 The American Recovery and Reinvestment Act will provide us with many opportunities to help

 those who have been impacted by the nation's economic condition, funding jobs to 32 additional 

 people. Of course, none of these successes would be possible without the support of our Board

 of Directors, its Executive Committee and the Head Start Policy Council. We are proud of the 282

 Four-County employees who have exhibited true dedication by providing outstanding services to

 those we serve. As payroll changes cross my desk reflecting an increase in salary for educational

 achievement, I admire and take pride in each employee who reaches that benchmark. They have

 not hesitated to put forth the extra effort that is sometimes needed to ensure that each family

 we serve has an equal opportunity to achieve their dreams. Richard Greene

 It is so good that we are still here joined by the many wonderful people of our

 service area who need us so much. It is good that we are here because we 

 know and understand their circumstances. It is good that we are here because

 we are skilled; we are trained; we have the knowledge; and, we want to make a

 difference. It is good that we are here because we can help to make

 change happen. I am so happy that you and I embrace with appreciation the 

 high standards of excellence that being in the Four-County Community Services

BOARD LOGIN

 Executive Committee

       

Dr. J. F. Cummings is our Board Chair. He is a retired educator and retired

 Methodist minister who donates countless hours to Four-County and other

 agencies who work with disadvantaged citizens within our area. Dr. Cummings

 is our Board representative for Community Development Corporation,

 Inc., a private organization located in Robeson County. In his retired relationship

 with the UM Church, he continues to pastor Beauty Spot United Methodist

 Church.

 

 Dr. Delilah Blanks is the Board’s Vice Chair. She is a Bladen County Commissioner

 who most ably represents that body. Dr. Blanks is a staunch believer

 in the benefits of education and supports Four-County’s efforts in helping

 secure equal access to education, employment, and housing for those we

 serve.

 

 

 Ms. Verlean Bell holds the office of Secretary. She represents the Oak Hill

 community in Scotland County. In her retirement, Ms. Bell has become a

 dedicated Board member, donating countless hours in support of Four-County

 and the programs we operate.

 

 

 

 Ms. Berline Graham is Assistant Secretary. She represents the Baltimore

 area in Bladen County. Ms. Graham’s post-retirement work focuses on providing

 programs for the youth of Bladen County and in serving her community

 through Four-County Board membership.

 

 

 

Mr. Walter Bryan is Treasurer. He represents the Bladen County Commissioners.

Mr. Bryan is a retired agri-businessman who donates many hours to

Four-County as an officer as well as by chairing the Board’s Planning Committee.

 

 

 

 

Ms. Gloria P. Johnson is Assistant Treasurer. Ms. Johnson is very active in

her community, representing the Red Springs Neighborhood Service Center.

She is a retired educator who has become a valuable member of our Board of

Directors.
